The CRC Energy Efficiency Scheme

The CRC Energy Efficiency Scheme (formerly the carbon reduction commitment) is a new energy saving and carbon emissions reduction scheme for the UK.

The scheme is mandatory and started in April 2010. It aims to improve energy efficiency and reduce carbon dioxide emissions in the UK to help tackle climate change.

Is my company affected?

If your organisation has at least one half hourly meter (HHM) and you consume more than 6,000 MWh of electricity - the equivalent of an annual electricity bill of approximately �500,000 - you will be affected. You will have to register as a Full Participant in the scheme.

If the above does not apply, or you�re covered by other agreements such as the Climate Change Agreement (CCA) or the EU Emissions Trading Scheme, you still have to make an Information Disclosure. You will have to declare your annual electricity consumption to demonstrate that you are not a full participant and retain the data which forms the basis of the decision for audit purposes.

What do I need to do?

As a participating organisation you will need to:

Measure all your energy consumption accurately.
Predict your energy consumption so you can purchase sufficient C0₂ allowances for the year ahead.
Track carbon emissions to manage compliance and trade allowances when required.
Maintain an evidence pack which supports your submissions to the scheme.
Manage the information internally and the annual submission to the Environment Agency.
Manage the cash transfers and C0₂ credit surrender.
Have a reduction or early actions strategy with regard to your CRC scheme league table position.

When does CRC start?

Registration starts in April 2010 and closes in September 2010. If you meet the scheme criteria but fail to register or disclose, you will be subject to financial penalties.

The Footprint Year and compliance year for the first phase is April 2010 to March 2011.

The first sale of CO₂ allowances takes place from April 2011, to cover the following year�s carbon emissions.

Your organisation must submit your Carbon Footprint Report by July 2011 and CO₂ allowances must be surrendered by this time.

The first Recycling Payment will be made in October 2011. You will receive your CO₂ allowances plus/minus the bonus/penalty payment depending on your performance in the league table.
